El Gobierno Nacional asignará anualmente en el presupuesto del Fondo de Desarrollo de la Educación Superior, Fodesep, una partida no inferior a 5.000 salarios mínimos legales mensuales, con destino a la modernización y fortalecimiento de las instituciones públicas de Educación Superior ubicadas en las Zonas de Frontera, así como para la financiación de los programas que adelanten conjuntamente con las Universidades de los países vecinos.
