El Gobierno Nacional reglamentará esta Ley y creará un Comité encargado de la organización de la Universidad del Pacífico y demás dependencias adscritas a ella, Comité que funcionará hasta que la Universidad y Centro de Investigaciones empiecen a operar. En este Comité será imprescindible la representación del Ministerio de Educación, del Instituto Colombiano para el Fomento de la Educación Superior, ICFES, el Departamento Nacional de Planeación y de la Alcaldía de Buenaventura.
