° Cuando se trate de la apertura de un crédito, extraordinario, el expediente debe contener:

1.° Constancia de los motivos que hayan impedido solicitar el crédito del Congreso, ya en la Ley de Presupuestos ó en una ley especial;

2.° Cuantía detallada del gasto de que se trata;

3.° Razones justificadas de la necesidad de hacer el gasto y de los inconvenientes y perjuicios que resultarían si se omitiera; y

4.° Si el crédito se hubiere pedido al Congreso y este no lo hubiere concedido, se hará constara el curso que tuvo el asunto en las Cámaras.
