Reducción del presupuesto. Cuando se den las circunstancias de comportamiento de las rentas de que trata el artículo 60 del presente Decreto, al Gobierno expedirá un decreto de reducción a las rentas y a las apropiaciones para gastos no indispensables que no afecten la buena marcha de la administración departamental. Sobre las partidas reducidas el Gobierno no podrá con tener compromisos ni autorizar acuerdos y giros. El Contralor Departamental se abstendrá de refrendar esta clase de actos mientras esté vigente el decreto de reducción.
