Artículo séptimo. Las obligaciones recíprocas que surjan entre la Nación y el Banco de la República, se harán constar en un contrato suscrito entre el Ministerio de Hacienda y Crédito Público y la entidad bancaria antes citada, y es entendido que sólo a partir de su vigencia entrará a regir el nuevo sistema de pagos previsto en el presente Decreto.
