Los individuos á que se refiere la excepción del artículo 2.° del Decreto legislativo número 499 de 1895, quedan comprendidos un el indulto del mencionado artículo, con excepción de los responsables de delitos comunes que á la fecha de la sanción de esta Ley hubieren sido condenados por los Jueces y Tribunales ordinarios.
