Art. 14.° Siendo las autoridades de la Republica instituidas para proteger y defender a todas las personas residentes en Colombia, los bienes, derechos y acciones de los extranjeros serán amparados por los mismos jueces, tribunales ó autoridades administrativas que amparen los de los nacionales. Exceptúanse los casos en que, conforme á los tratados ó á principios reconocidos, puedan los extranjeros gozar de fuero especial.
