Las funciones consultivas que la Constitución asigna al Consejo de Estado, se cumplirán así:

a)

Por la Sala Plena las referentes a los casos previstos en la Constitución y en la Ley.

b)

Por la Sala de Consulta y de Servicio Civil, las demás en la siguiente forma:

1.

Revisará los contratos y conceptuará sobre cuestiones relativas al Servicio Civil, conforme a las leyes vigentes.

2.

Absolverá las consultas jurídicas de orden administrativo y de carácter general que lo someterá el Gobierno.

3.

Preparará los proyectos de ley y de Códigos que le sean encomendados por el Gobierno Nacional.

4.

Los demás que le señale la Constitución o la Ley.
