Artículo segundo. La partida de que trata el presente Decreto no podrá ser destinada a fin distinto del indicado, y la rendición de cuentas que debe verificarse ante la Contraloría General de la Republica, se hará de conformidad con las disposiciones legales vigentes para esta clase de auxilios y de las que al efecto o en adelante se dicten por esta y otras entidades competentes.
