El propietario y el conductor de un vehículo que transite con frenos o dirección en deficientes condiciones mecánicas, incurrirá en multa equivalente a diez (10) salarios mínimos, y se suspenderá y retendrá la licencia de tránsito, mediante resolución motivada de la respectiva autoridad, hasta cuando el vehículo sea reparado.
