Créase una Junta especial que se denominará Comisión Fiscal, compuesta de tres miembros que tendrán sus respectivos suplentes personales, elegidos unos y otros por la Cámara de Representantes. Esta Comisión será meramente asesora del Gobierno en todas las operaciones relativas a la contratación del empréstito.
