El artículo 6º del Decreto 1059 de 1965 (abril 27), quedará así:

Autorízase a los Ministerios de Gobierno, Relaciones Exteriores, Justicia, Hacienda y Crédito Público, Defensa, Agricultura, Trabajo, Salud Pública, Fomento, Minas y Petróleos, Educación Nacional, Comunicaciones y Obras Públicas, para que con cargo a los respectivos artículos presupuéstales de "gastos varios e imprevistos", tomen una partida, hasta por la suma de cinco mil pesos ($ 5.000) moneda corriente, a efecto de atender los gastos que demande la organización y funcionamiento de este Congreso. Dichas sumas serán giradas al Tesorero Pagador del Ministerio de Gobierno.
