De conformidad con lo dispuesto en el artículo 1º de la Ley 7º de 1944, el "Tratado sobre Traslado de Personas Condenadas entre la República de Colombia y el Reino de España", suscrito en Madrid el 28 de abril de 1993, que por el artículo 1º de esta Ley se aprueba, obligará al país a partir de la fecha en que se perfeccione el vínculo internacional respecto del mismo.
