Quiénes pueden sufragar. Tienen derecho a surgir los comerciantes que para el último día hábil del mes de marzo del año en que se efectúe la elección posean tal calidad y tengan a la misma fecha su matrícula vigente y en el caso de afiliación además que estén al día en sus obligaciones.
