Queda facultado el Gobierno para contratar la fundición de una estatua de Santander, en el modelo de la, erigida en Cúcuta, para obsequiarla a la ciudad de Buenos Aires, y de otra destinada a la ciudad de Méjico en reciprocidad de la de Benito Juárez, ofrecida por el Gobierno mexicano a Bogotá.
