Para efectos de lo dispuesto en el artículo 19 de la Ley 1 de 1991, la autoridad competente para establecer la metodología y los criterios aplicables a las tarifas, es el Ministerio de Transporte o quien haga sus veces. Las funciones de inspección, vigilancia y control relacionadas con las tarifas seguirán a cargo de la Superintendencia de Transporte.
