ARTICULO 79. Mientras tas Asambleas Departamentales, los Concejos Municipales y Distrital expiden los Códigos Fiscales o Estatutos Presupuéstales para sus respectivas entidades territoriales de conformidad con lo exigido en el artículo 94 de la Ley 38 de 1989, continuarán elaborando, presentando y ejecutando sus presupuestos como lo venían haciendo antes del 21 de abril de 1989.
