La Medalla Oficial será dorada, con diámetro de 4 centímetros y penderá de una cinta del mismo ancho, de 5 centímetros de largo, con los colores nacionales; llevará en anverso, en relieve, el perfil del General Santander, por David D'Angers, rodeado de esta inscripción: Colombia "General Francisco de Paula Santander", y en el reverso un medallón de 25 milímetros de diámetro con el escudo de la República de Colombia, en alto relieve, también en color dorado. Esta insignia se lleva sobre el costado izquierdo del pecho.
