Corresponde al Servicio de Reclutamiento y Movilización planear, organizar, dirigir y controlar la definición de la situación militar de los colombianos e integrar a la sociedad en su conjunto en la defensa de la soberanía nacional, así como ejecutar los planes de movilización del potencial humano, que emita el Gobierno nacional para coadyuvar en el deber de protección a las personas residentes en Colombia, el servicio de seguridad y de cumplimiento de los fines esenciales del Estado.
