Autorizase al Gobierno para modificar el contrato con la Federación Nacional de Cafeteros, en el sentido que lo crea más conveniente para servir los intereses d los productores. Esta autorización durara hasta la próxima reunión de las Cámaras, a las cuales dará cuenta del uso que de ella haya hecho.
