Desde la vigencia del presente Decreto, las licencias para el funcionamiento de los amplificadores de sonido de que trata el decreto número 3768 de 1947, serán expedidas en cada Departamento, Intendencia o Comisaría, por el respectivo Gobernador, Intendente o Comisario, los que podrán delegar en los alcaldes la facultad de concederlas.
