Articulo 11 . Para el otorgamiento de la Orden del Mérito Exportador en cualquiera de sus categorías, el señor Ministro de Comercio Exterior ordenará conformar un expediente en que conste lo siguiente: la identidad del candidato y el o los hechos que lo hagan acreedor a la Orden, debidamente comprobados.
