La Autoridad Nacional de Televisión garantizará el acceso democrático a los medios oficiales de comunicación en condiciones equitativas para quienes apoyen o controviertan el tipo de referendos constitucionales a los que se refiere la presente ley así como de quienes promuevan la abstención.
