ARTICULO 31. El presente Decreto rige a partir de la fecha de su publicación, subroga el Decreto 263 de 1993, y mantendrá su vigencia por el tiempo que se mantenga el Estado de Conmoción Interior, sin perjuicio de que el Gobierno Nacional la prorrogue en desarrollo de lo previsto por el artículo 213 de la Constitución Política.
