Artículo segundo. La distribución de la suma a que alude el precedente artículo, será distribuida entre los damnificados de reconocida pobreza y necesidad por una Junta integrada por el señor Obispo de aquella Diócesis, Alcalde Personero, Presidente del Concejo de dicho Municipio, la señorita Emma Osorio como representante de los afectados, por el incendio de diciembre por el señor Víctor Torres a nombre de los damnificados del 15 de septiembre, y por el Recaudador de Hacienda Nacional de Buenaventura.
