Con el propósito de fortalecer la capacidad de los entes territoriales para realizar labores de respuesta y recuperación ante emergencias, y de reducción del riesgo de desastres así como realizar trabajos de mantenimiento y mejoramiento de la red vial secundaria y terciaria, el Gobierno nacional podrá asignar las partidas presupuestales necesaria para que los mismos refuercen sus bancos de maquinaria amarilla, que se requieren para la ejecución de dichas obras .
