° Autorízase la consecución de un empréstito hasta por $ 3.000,000 por suscripción pública, por medio de bonos al portador con la garantía específica del 60 por 100 del producto líquido de las Salinas Terrestres. Los bonos ganarán intereses al 10 por 100 anual, y la amortización se efectuará en diez años por el sistema acumulativo, por medio de las cuotas semestrales correspondientes, y el servicio del empréstito se hará por conducto de una o más entidades bancarias.
