El Gobierno retirará el permiso concedido a las Universidades y demás institutos de educación superior para expedir títulos, cuando se sometan al programa mínimum de estudios fijado por el Ejecutivo. Retirado ese permiso, los títulos que se expidan quedaran fuera de la ley.
