CONTRATO SIN CUMPLIMIENTO DE REQUISITOS LEGALES. El que por razón del ejercicio de sus funciones y con el propósito de obtener un provecho ilícito para sí, para el contratista o para un tercero, trámite contratos sin observancia de los requisitos legales esenciales o los celebre o liquide de sin verificar el cumplimiento de ellos, incurrirá en prisión de seis (6) meses a tres (3) años, multa de un mil a cien mil pesos e interdicción de derechos y funciones públicas de uno (1) a cinco (5) años.
