ARTICULO 5o. El presente Decreto rige a partir de la fecha de su publicación y deroga las disposiciones que le sean contrarias, en especial el Decreto 3151 de 1990, con excepción de aquellos empleos que se suprimirán en 1994 y 1995 por el Instituto Nacional de Vías, según Programa de Supresión de Cargos establecido por el Decreto 2093 de 1993.
