Para facilitar la realización de esta ley, facultase al Gobierno para formar una sociedad en la cual la Nación aporte el cincuenta y uno por ciento de las acciones, como mínimo, y el Consejo Administrativo de los Ferrocarriles Nacionales, los Departamentos del Valle del Cauca, Cauca, los Municipios que se beneficien cola obra, las personas o entidades particulares que deseen prestar su concurso, cuarenta y nueve por ciento restante (49%).
