El Gobierno procederá a organizar el servicio meteorológico nacional. Los detalles de la organización consultarán las necesidades del país y los procedimientos puestos en práctica por otras Repúblicas americanas, de suerte que se dé cumplimiento de la mejor manera, por parte de Colombia, a lo dispuesto en el segundo Congreso Científico Panamericano reunido en Washington.
