Art. 24. La responsabilidad que, por medio del juicio de cuentas, se exige á los responsables del Erario, tiene por objeto poner á cubierto el Tesoro nacional de todo pago ó erogación ilegal, haciendo enterar en él, por reintegro, cualesquiera sumas extraídas indebidamente de la Caja, así como corregir las faltas cometidas en lo que concierne a la contabilidad.
