Limitase la vigencia de la presente ley al tiempo exclusivamente necesario para recaudar el total de la suma que requiera la ejecución de las obras de electrificación proyectadas por las empresas eléctricas del Cauca, y que comprenden la interconexión de todas las centrales actualmente existentes en aquel departamento, la terminación de la planta de silva y la construcción o montaje de las nuevas plantas de rio palo y la cabrera.
