Acto de certificación. La certificación de un municipio para efecto de administrar el servicio público educativo se otorgará por parte del gobernador del departamento, o en los eventos previstos en la ley por el Ministro de Educación Nacional, mediante acto administrativo motivado. Una vez publicado el acto administrativo de certificación del municipio, el departamento debe remitir copia al Ministerio de Educación Nacional y este al Ministerio de Hacienda y Crédito Público y al Departamento Nacional de Planeación para lo de su competencia.
