º . Planeación. a). Al elaborar su plan de desarrollo económico y social, las entidades territoriales respectivas darán prioridad a las regiones y distritos fronterizos, de acuerdo con las políticas que trace el Gobierno Nacional; b). Con base en los planes de desarrollo regional, el Departamento Nacional de Planeación, y, en las áreas pertinentes, el Departamento Administrativo de Intendencias y Comisarías, elaborarán un plan general de desarrollo fronterizo que hará parte del Plan Nacional de Desarrollo.
