En la Inspección de Pesca se abrirá una matrícula de buzos para escafandro, en la cual se inscribirán con expresión de su edad, nacionalidad y residencia, los que pidan la inscripción. En ella se inscribirán primeramente los de los botes que han solicitado patente. De cada inscripción se extenderá una constancia para el buzo, al respaldo de la cual se anotará al fin de cada temporada de pesca la conducta observada por aquél.
