Artículo noveno. Créase una prima técnica destinada a atraer o mantener personal altamente calificado para cargos de especial responsabilidad o superior especialización, comprendidos dentro de los niveles técnico y ejecutivo. Los cargos susceptibles con prima técnica serán determinados por la Junta Directiva, mediante Acuerdo, que requiere para su validez el concepto previo del Consejo Superior del Servicio Civil, y la posterior aprobación del Gobierno. Con la solicitud de concepto al Consejo Superior del Servicio Civil deberá adjuntarse el certificado correspondiente de disponibilidad presupuestal.
