Las autorizaciones que se confieren al Poder Ejecutivo por el artículo 2º de la Ley 100 de 1923 con el carácter transitorio, de la sanción de la presente ley serán permanentes, a efecto de realizar la obra de colonización y vigilancia del territorio del Caquetá y Putumayo, en forma sistemática y eficaz.
