El Gobierno seguirá en la construcción de las carreteras de interés departamental el orden de prelación señalado en la presente ley, pero queda autorizado para modificar ese orden, cuando circunstancias de orden técnico y económico deducidas de los estudios que el Ministerio de Obras Públicas debe realizar en el orden establecido, determinen el cambio de esta prelación, previo concepto justificativo aprobado por el Consejo Nacional de vías de Comunicación.
