Mientras el Gobierno adelanta y perfecciona la negociación del empréstito ordenado por la misma Ley 12, se continuarán los trabajos de Tunja y Puerto Berrío hacia el Carare, y de éste hacia Tunja.

En los términos de esta Ley queda adicionada y declarada la Ley 12 del presente año.
