Art. 1.° Los ingresos ordinarios que obtenga la tesorería jeneral, se aplicarán, desde la publicacion del presente decreto, a los objetos siguientes : 1.° Gastos militares de actividad ; 2.° Personal i material de las cámaras lejislativas ; 3.° Personal i material de las oficinas nacionales ; 4.° Obras públicas ; 5.° Impresiones oficiales ; 6.° Réditos de principales que deban pagarse en dinero ; 7.° Remesas a las oficinas de correos ; 8.° Gastos imprevistos. 1.° Los gastos marcados con los números 1.° i 4,° se harán semanalmente; los demás serán cubiertos al fin de cada mes o principios del siguiente al que se causen. 2.° Si después de satisfechos los créditos enumerados, resultare algun sobrante, el tesorero jeneral pagará con él todas las pensiones que no excedan de diez pesos; i con el resto hará un prorateo equitativo entre los demas acreedores.
