Delégase en el Ministro de Salud la inspección y vigilancia sobre las fundaciones o instituciones de utilidad común cuyo objeto consista en la prestación de servicios de salud en el ámbito nacional, con el fin de asegurar que sus rentas se conserven y sean debidamente aplicadas y que en todo lo esencial se cumpla la voluntad del fundador o fundadores.
