Apruébase el "Convenio Básico de Telecomunicaciones entre la República de Colombia y la República de Chile", firmado en Bogotá el 2 de diciembre de 1983, cuyo texto es: «CONVENIO BASICO DE TELECOMUNICACIONES ENTRE LA REPUBLICA DE COLOMBIA Y LA REPUBLICA DE CHILE El Gobierno de la República de Colombia y el Gobierno de la República de Chile, en adelante "las Partes Contratantes", Animados del deseo de proteger y mejorar los servicios de telecomunicaciones de cada uno, Deseosos de estrechar sus relaciones y facilitar la comprensión y la cooperación en materia de telecomunicaciones, convienen en suscribir el siguiente Convenio:
