En el presupuesto de Gastos de la próxima y sucesivas vigencias se apropiarán las partidas necesarias para compra de terrenos, construcciones y sostenimiento; y autorizase al Gobierno Nacional para que, con el objeto de darle oportuno y exacto cumplimiento a la presente Ley, efectúe dentro del Presupuesto todas las operaciones fiscales que se requieran.
