Si la proposición del informa fuere aprobada, el proyecto se discutirá globalmente, a menos que el Ministro o un miembro de la respectiva Cámara pidiere que se discutan separadamente alguno o algunos artículos. En el segundo debate no puede introducirse ninguna modificación al texto de los proyectos y debe decidirse sobre ellos aprobándolos o improbándolos.
