Artículo único. Apruébase el contrato de ocho de octubre de mil novecientos diez y siete, celebrado entre el Ministro de Obras Públicas, doctor Jorge Vélez, en nombre del Gobierno, y el señor Frank A. Koppel, apoderado de The Barranquilla Railway & Pier Company, Limited sobre mejoras del muelle de Puerto Colombia, que dice:

"Los suscritos, Jorge Vélez, Ministro de Obras Públicas, debidamente autorizado por el Excelentísimo señor Presidente de la República, a nombre del Gobierno, por una parte, que se denominará el Gobierno , y Frank A. Koppel, apoderado de The Barranquilla Railway & Pier Company, Limited, por otra que se llamará la Compañía , han celebrado el siguiente contrato:
