Las personas naturales y jurídicas extranjeras, como proponentes o contratistas de concesiones mineras, tendrán los mismos derechos y obligaciones que los nacionales colombianos. Las autoridades minera y ambiental no podrán, en el ámbito de sus competencias, exigirles requisitos, condiciones y formalidades adicionales o diferentes, salvo las expresamente señaladas en este Código.
