El auxilio de que trata el artículo 1° de la Ley 31 de 1919 en lo que se refiere a los ferrocarriles que se están construyendo o se construyan en lo sucesivo por cuenta de los Departamentos del Tolima y Huila, se pagara en la siguiente forma: la tercera parte, cuando esté terminada la explanación de cada cinco kilómetros en sección continua, ya las dos restantes, cuando estén enrielados definitivamente, provistos del material rodante necesario y dados al servicio público.
