Articulo 5.° todos los servicios administrativos de caja, pagaduría, almacenes, sanidad, talleres, etc, que se requieran para los trabajos del plan, se prestaran por zonas respectivas, sin que de las sumas destinadas a la pavimentación se pueda deducir partida alguna para el pago de estos servicios.
